PROJECT DESCRIPTION
Viet Nam’s rapid economic growth has been heavily reliant on fossil fuels, with coal providing half of the country’s power supply. As a result, Viet Nam ranks among the top 20 most coal-dependent countries and was the 19th largest fossil fuel emitter in 2021. Without a swift transition to renewable energy, the country is projected to remain a key greenhouse gas emitter in the coming years.
At COP26, Viet Nam committed to net-zero emissions by 2050 and joined the Global Coal to Clean Power Transition Statement. In 2022, it updated its NDC, targeting a 15.8% emissions reduction unconditionally—or up to 43.5% with international support—by 2030 compared to a business-as-usual scenario.
To help achieve these goals, Viet Nam and the International Partners Group (IPG) launched the Just Energy Transition Partnership (JETP) in December 2022, establishing a long-term partnership for low-emission, climate-resilient development. Significant investment is now needed to meet these commitments and build resilience to climate impacts.
In this context, UNDP seeks funding to support Viet Nam’s JETP and NDC implementation by accelerating renewable energy deployment—particularly offshore wind—and scaling up inclusive adaptation and resilience-building initiatives, with a focus on women and vulnerable communities.
