The proposed Viet Nam programme covers coal abatement, energy efficiency, carbon markets, smart grids, electricity-market reform and renewable-energy development. It is intended to provide more secure, resilient and clean energy services aligned with national sustainable development goals and the Paris Agreement.

The UNOPS Southeast Asia Energy Transition Partnership (ETP) is funded by a coalition of governments and philanthropic organizations dedicated to accelerating the regions shift to clean energy. Its core public donors include the governments of Australia, Canada, France, Germany, and the United Kingdom. These state efforts are paired with major private philanthropic backing from the Childrens Investment Fund Foundation and the Sequoia Climate Foundation.
