Accelerating Air Conditioning Transformation through Enhanced Energy Performance Standards (ACT MEPS)
PROJECT OBJECTIVE

Standards and labelling (S&L) frameworks play a key role in advancing energy efficiency of cooling appliances. Building on existing Minimum Energy Performance Standard (MEPS) guidance of ASEAN countries, the ACT MEPS project aims to institutionalize regional MEPS into national contexts to ensure regular updates, enhance coordination with the industry, as well as drive the uptake of energy efficient and low global warning potential air conditioners (AC). The scope includes ACs with a capacity up to 100.000 btu/h (single, split type, and multi-split units).

PROJECT DESCRIPTION

The project has the following approach -

1. Support Viet Nam and the Philippines in ratcheting up S&L frameworks in line with updated AC S&L roadmaps to enable ambitious AC market transformation.  

2. Establishment of a strategic dialogue with regional/ international key AC manufacturers to balance interests and advocate for industry buy-in to more ambitious AC S&L framework development. 

3. Capacity building for policymakers and AC test lab engineers on AC S&L development as well as related monitoring, verification, and enforcement. 

The geographical focus is on Viet Nam and the Philippines. In both countries, GIZ ESP can rely on a well-established sector expertise in on-going energy projects as well as an excellent relationship with appliance efficiency regulators. Both countries have high electricity growth rates, booming room AC market demand, and are struggling with high energy intensity and low energy efficiency levels. Current MEPS in both countries do not drive energy-efficiency in the market as most AC models in sales already meet the highest energy star ratings. In Viet Nam there are currently no MEPS for ACs greater than 12 kW (41,000 Btu/hr).
