PROJECT OBJECTIVE

The Affordable and Sustainable Energy Transition Program aims to support Indonesia in achieving its enhanced Nationally Determined Contribution and its goal of net-zero emissions in the power sector by 2050. AFD co-finances the first phase of this program with ADB (lead) and KfW.

PROJECT DESCRIPTION

The program focuses on strengthening the policy and regulatory framework for the clean energy transition, building on the momentum of Indonesia’s 2022 climate and energy commitments. It aims to accelerate a just energy transition, enhance private sector participation, and strengthen the governance of state-owned energy enterprises and supporting  gender equality in the energy sector

ADDITIONAL INFORMATION

A budgetary loan of €150 million was granted in October 2024 as one of two landmark approved projects, supporting reforms to strengthen sector governance and create a more attractive framework for private sector participation. The financing instrument is ready following the loan agreement signature on 6 October 2025.
