PROJECT DESCRIPTION
The project will be implemented by the Department of Industrial Works under the Ministry of Industry, which is empowered by the Government to be the implementing agency of the Montreal Protocol. The proposed project comprises of the following components: i. Strengthening the capacity of training institutes to produce qualified service technicians skilled in handling non-HCFC-based equipment, as well as providing financial incentives to encourage the adoption of low-GWP (Global Warming Potential) alternatives. ii. Development of HFC phase-down roadmap including HFC phasedown implementation plan for the period from 2026 to 2032. This component will entail investment subprojects to convert cooling industry from HFC technology to low-GWP HFC or zero-GWP technology as well as energy efficiency improvement, where possible. In addition, this component will also provide technical assistance to help establish the regulatory, institutional, and technical frameworks required for a sustainable HFC phasedown. iii. Development of an investment program to finance replacement and/or upgrade of existing equipment to high energy-efficiency and low-GWP technologies. MLF fund will be used as seed money to support Energy Efficiency Revolving Fund (EERF) to stimulate the early adoption of the low GWP and high energy efficiency technologies. The EERF will support investment activities in residential air conditioning, chiller and commercial and industrial refrigeration sectors to improve energy efficiency. Details of eligibility criteria and exclusion list will be established during project preparation.
