PROJECT DESCRIPTION
The proposed PCB Phase 2 Project builds on the achievements of the earlier PCB Phase 1 initiative, which successfully established a national disposal facility for PCB-contaminated equipment. Phase 2 aims to enhance sustainable outcomes by strengthening enforcement of PCB regulations, including introducing sanctions for non-compliance and improving the environmental authority's monitoring and inspection capacity. It also seeks to develop robust financing mechanisms, such as an Environmental and Infrastructure Damage Insurance Scheme (EIDIS), which would support the environmentally sound disposal and replacement of PCB-contaminated transformers. This scheme would be co-financed by transformer owners based on their level of equipment ownership and would act as a revolving green fund. Together, these regulatory and financial measures are designed to stimulate a self-sustaining market for PCB disposal, helping Indonesia meet its obligations under the Stockholm Convention by 2028. The project targets the disposal of at least 10,000 tons of PCB-contaminated oil and equipment and will involve key ministries and major industrial sectors such as energy, oil and gas, chemicals, and metallurgy.
