Jointly implemented by ASEAN Centre for Energy (ACE) and GIZ on behalf of Federal Ministry for Economic Cooperation and Development (BMZ), AGEP aims to support the ASEAN Member States in improving regional coordination for the promotion of renewable energy and energy efficiency towards sustainable energy for all.
This paper is an update of a 2017 publication written for the Friedrich Ebert Stiftung (FES) in Viet Nam on a Socially Just Energy Transition in Viet Nam. This energy transition must deliver a large part of Viet Nam’s greenhouse gas (GHG) emissions mitigation, provide access to clean energy for all, and create opportunities for decent jobs and micro-businesses for the rural poor, women and ethnic minorities.
Viet Nam is severely affected by the impacts of climate change. At the same time, due to its rapidly growing economy, the country is faced with the decision of how it will meet its increasing energy de-mand. The project uses a two-stage training programme to educate young professionals to become "climate ambassadors" who advocate for low-carbon production and climate-friendly use of energy in the Vietnamese society. Through this, young people's awareness and skills to contribute to a socially just energy transition and sustainable end-use of energy will be strengthened. In a Youth Innovation Challenge, young people can submit proposals for model projects in their hometowns. Ten of these ideas are implemented each year. In addition, young people engage with politicians and business leaders as well as the climate movement and experts in Germany to enhance their voice in society and contribute with their own ideas to the transition to a low-carbon development model.
This project aims to improve peak load supply and the electricity system stability, reinforcing its availability to integrate more renewable energy. It will also contribute to replacing the fossil production (estimated at 220GWh/year) and avoid 68 kt of greenhouse gases emission per year.
To improve the capacities of HNCP and HCMPC and development and rehabilitate its 220KV and 110KV transmission lines. It is co-financed by ADB with Asean Infrastructure Fund (AIF) and US$100 million from Vietnam Government.
Key output (i) Strengthened institutional capacities of HNPC and HCMPC (ii) Development and rehabilitation of 220 kV and 110 kV transmission lines and substations of Ha Noi and Ho Chi Minh City.
The main objective of the 4E Project is to further develop the legal, regulatory and institutional preconditions as well as related capacities to channel investment towards renewable energy and energy efficiency. The energy sector governance is enhanced, and the regulatory framework and legal basis are in place for the large-scale expansion of renewable energy as well as the implementation of energy efficiency measures and for the compliance with the climate change commitments of Viet Nam. Further depth has been added to the specialist knowledge of decision-makers for the successful formulation and implementation of policy guidelines in the sector.

Main activities under TGCP-Energy are:
USAID Clean Power Asia’s goal was to accelerate the regional transition to a high performing, low carbon power sector, that was to be accomplished with three interconnected outcomes: high renewable energy scenarios included in energy planning; improved enabling policy, regulatory, and technical environment for renewable energy deployment; and increased investment in and deployment of grid-connected renewable energy projects.
