Developing Private Sector Next-Generation Renewable Energy Opportunities in Southeast Asia
PROJECT OBJECTIVE

The technical assistance aims to support the identification, preparation, and processing of private sector renewable energy projects in Southeast Asia, focusing on countries such as Cambodia, Lao PDR, Thailand, Viet Nam, Indonesia, and the Philippines. It targets next-generation technologies including offshore wind, green hydrogen, tidal and wave energy, floating solar, energy storage, and smart grids. Activities include market analysis, client outreach, project screening, and funding preparation. The TA also aims to build ADB’s internal capacity, particularly within the Private Sector Operations Department, and promote collaboration through a One ADB approach across relevant departments and initiatives.

PROJECT DESCRIPTION

The knowledge and support technical assistance (TA) aims to support business development activities related to the identification, preparation, and processing of a pipeline of private sector high-level technology renewable energy projects. The TA will focus on Southeast Asian developing member countries (DMCs) of the Asian Development Bank (ADB), particularly Cambodia, the Lao People’s Democratic Republic (Lao PDR), Thailand, Viet Nam, Indonesia, and the Philippines. It will cover next-generation renewable energy technologies such as offshore wind, green hydrogen, tidal and wave energy, hybrid projects combining multiple technologies, floating solar, integrated renewable energy and energy storage, grid- or distribution-level energy storage, other advanced solar or renewable energy technologies, and smart grid solutions, including demand response. While some of these technologies have been demonstrated in other markets, they have not yet been deployed at sufficient scale within ADB’s DMCs. The TA will include preliminary market analysis, client outreach, screening of project opportunities, development of an investment pipeline, and preparation for further funding applications, project structuring, and ADB processing. This sector-specific approach supports the objectives of knowledge and support TA by contributing to project preparation and processing. Additionally, the TA will enhance the capacity of ADB’s Private Sector Operations Department (PSOD) to identify and process next-generation renewable energy transactions. Opportunities to apply a One ADB approach will also be explored, including collaboration with the Office of Public–Private Partnership and coordination with ADB’s regional departments and the Sustainable Development and Climate Change Department on specific technologies or projects.
