PROJECT DESCRIPTION
The ACCESS project (2020–2023) is implemented in 23 villages across four provinces in Indonesia (East Nusa Tenggara, West Sulawesi, South-East Sulawesi, and Central Kalimantan) and 25 villages in three municipalities in Timor-Leste (Dili/Atauro, Bobonaro, and Manatuto). Funded by a USD 18 million grant from KOICA—USD 15 million for Indonesia and USD 3 million for Timor-Leste—the project aims to improve energy and water access in remote communities.
ACCESS has two main outputs:
- Construction of renewable-based power plants in Indonesia to provide sustainable electricity access and build institutional and local capacity.
- As part of South-South Triangular Cooperation (SSTC) between Indonesia and Timor-Leste, installation of solar PV water pumps and solar lamp systems in Timor-Leste to ensure clean water and lighting access.
UNDP Indonesia is the implementing partner for KOICA, overseeing the project with support from UNDP Timor-Leste for SSTC activities. Project Management Units (PMUs) in both countries coordinate the implementation, with MEMR and KOICA Indonesia as counterparts in Indonesia, and MSA and KOICA Timor-Leste as counterparts in Timor-Leste.
By the project’s end, ACCESS aims to provide electricity to at least 20,000 people and clean water to 3,500 people, with a total of 1.2 MW solar PV installed and a minimum of 30% female beneficiaries, while adhering to social and environmental safeguards.
