About Us

Clean, Affordable and Secure Energy for Southeast Asia (CASE) is a regional project aimed at driving transformative change in the power sector across Southeast Asia through evidence-based analysis and narrative change.

The project is implemented on behalf of the International Climate Initiative (IKI) of the Federal Government of Germany. Within the Federal Government, the IKI is anchored in the Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN).

CASE works with national governments, regional institutions and technical partners to strengthen evidence-based decision-making and policy implementation. The project focuses on the four main Southeast Asian countries in terms of energy demand – Indonesia, the Philippines, Thailand and Viet Nam – as well as engages in regional interventions at ASEAN level.

The implementing consortium consists of seven organisations led by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, including two international expert organisations, NewClimate Institute and Agora Energiewende, and four local expert organisations, Institute for Essential Services Reform (IESR), Institute for Climate and Sustainable Cities (ICSC), Energy Research Institute (ERI) of Chulalongkorn University, and Thailand Development Research Institute (TDRI).

Contribution to the Energy Transition in SE Asia

  • Renewable Energy & Power Sector Policy: Supports governments inadvancing renewable energy goals, improving power development planning, enhancing grid integration for renewables and developing regulatory frameworks aligned with decarbonisation pathways.
  • Research & Knowledge Products: Produces and disseminates evidence-based analysis to support power sector decarbonisation,renewable integration, energy efficiency and carbon pricing to inform public debate and policymaking.
  • Regional Dialogue & Cooperation: Convenes multi-stakeholder dialogues and regional platforms to foster cross-country knowledge exchange and alignment of clean energy strategies. Including a dedicated workstream on regional activities such as the ASEAN Power Grid.
  • Capacity Building: Delivers workshops, technical trainings and stakeholder engagement activities to enhance institutional capacities for implementing energy transition reforms.
  • Public Awareness & Information Platforms: Supports knowledge-sharing initiatives such as the Southeast Asia Information Platform for the Energy Transition (SIPET).
