This CASE Insight aim to highlight the frames or narratives on coal and how it may relate to Just Energy Transition in two coal-producing regions in Indonesia, incorporating the findings from a workshop on “How Regional Government in Kalimantan Accelerate Energy Transition through RUED Implementation”, which was co-organized between Project CASE and the National Energy Council in August 2023 in Balikpapan. This CASE Insight dissects the issue in three chapters: the narrative of the past and present, the narratives of the future and how to shift towards the just energy transition narratives.

One of the main debates within the discourse of energy transition in Indonesia is between retiring coal-fired powerplants (CFPP) early and to utilize renewable energy or to keep CFPP running and utilizing carbon-capture and storage to lower greenhouse gas emission from burning coals. Which one would be more beneficial for Indonesia?

Given the marginal impact, enormous energy requirements, and the time-consuming nature of CCS/CCUS, there's a pertinent question to ponder: Is CCS/CCUS really the solution we should be banking our future on?

CASE’s Studi Skenario Indonesia Emas (SERIES) is an exercise that projects energy demand and supply in Indonesia to support the Long- and Medium-Development Planning of the Directorate of Electricity, Telecommunication, and Informatics under the Ministry of National Development Planning/Bappenas. The exercise estimates that electricity demand will grow to 1155 TWh in 2045, tripling the demand of 2021 due to economic and population growth. The electricity demand projection is in-line with and in consideration for other existing modelling works. Hence, demand of electricity will serve the basis for simulating the needs of electric power systems encompassing generation and transmission
