Innovation Regions for a Just Energy Transition Project

Capacities of coal regions in the global south to develop and implement JET plans are strengthened through policy dialogues, peer to peer learning and targeted support.

Southeast Asia Energy Sector Development, Investment Planning and Capacity Building Facility - Phase 2

The regional transaction technical assistance (TA) facility will support clean energy projects for 
(i) project feasibility and due diligence
(ii) capacity development and implementation support
(iii) cross-departmental green energy project pipeline development. 
For (i), the facility will conduct project preparation activities for the Grid Reinforcement Project with Additional Financing (Cambodia), Climate Change Policy Program (Philippines), and Power Grid Strengthening Project (Timor-Leste). 
For (ii), project implementation support will be provided for
Sustainable and Reliable Energy Access Program (Indonesia) and Sustainable Energy TransitionDAMRI E-bus Project (Indonesia). For (iii), the TA facility will develop a pipeline of green energy projects for investment under the One-ADB framework, involving collaboration among the Energy
Division (SEEN) and the Regional Cooperation and Operations Coordination Division of the Southeast Asia Department, Office of Public-Private
Partnership (OPPP), and Private Sector Operations Department (PSOD)

USAID Energy Secure Philippines

Funded through the U.S. Government’s Asia Enhancing Development and Growth through Energy (EDGE) initiative, USAID’s Energy Secure Philippines (USAID ESP) Activity is a five-year project that will assist the government of the Philippines in promoting a more competitive power sector through investment mobilization, deployment of modern energy technology, and support in policy reforms and implementation by

  • helping electric utility companies to improve performance,
  • increasing the use of advanced energy sources and systems and fostering competition in the market, and
  • improving the overall energy procurement process

With this integrated approach, RTI will support the Government of the Philippines to increase energy sector stakeholder resilience through increased readiness and efficiency.

Sustainable Energy for Indonesia’s Advancing Resilience (SINAR)

USAID SINAR  builds upon the longstanding commitment and partnership between the U.S. Government and the Government of Indonesia in climate change mitigation in the energy sector. Through SINAR, USAID will help national and subnational governments, state-owned energy utilities, businesses, financial institutions (such as banks), universities, and other key players to :

  • Accelerate the deployment of advanced energy systems;
  • Improve the performance of energy utilities;
  • Advocate for transparent and best value procurement, and
  • Strengthen the institutional frameworks and capacity for energy sector transformation.

 

Collectively, these efforts will help Indonesia meet its ambitious renewable energy and energy efficiency targets while driving energy transformation that reduces greenhouse gas emissions. USAID SINAR works at the national level, while simultaneously engaging local governments in selected provinces to align national and sub-national plans and programs.

Regional Accelerating the Clean Energy Transition in Southeast Asia

The knowledge and support technical assistance (TA) will support the countries of Southeast Asia (SEA) to transition to a cleaner energy future. While this transition is already underway in some countries, the pace of the transformation needs to be accelerated across the region to avert a development path inconsistent with the goals of the Paris Agreement. This transition needs to be just and inclusive, ensuring affordable, reliable, and equitable access to energy services. The proposed TA will assist SEA countries with a comprehensive package of solutions that will include: (i) the preparation of sectoral and country-specific assessments; (ii) the development of new business models, feasibility reports, and other technical studies; (iii) the conduct of workshops and policy dialogues; and (iv) the development of project investment pipelines to be financed by the Asian Development Bank (ADB) and other development partners.

Low Carbon Development (SFF LCD)

The SFF LCD is intended to contribute to better cooperation between national and subnational level, in order to support the Indonesian government’s commitment to a long term climate friendly and low emission development and successful implementation the NDC and SDG.?

Clean, Affordable and Secure Energy (CASE) for Southeast Asia

CASE aims to drive change in the power sector in SEA towards increased ambitions with regards to climate change. It is a regional program that focuses on four countries: Indonesia, Philippines, Thailand and Vietnam which represent around 80% of the total energy share in SEA. Therefore, the energy development of those countries will have a major impact on the ability of the region to meet its goals.

With develoPPP, the German Federal Ministry for Economic Cooperation and Development (BMZ) promotes private-sector activities where entrepreneurial opportunities and development policy potential meet. Companies that want to invest sustainably in a developing and emerging country and expand their local operations can receive financial and technical support under the programme.

Financing and Integrating Renewable Energy for the City of Butuan

The Philippine government is seeking to increase the proportion of renewable energies and use them to reduce energy costs and greenhouse gas emissions. The project supports these goals by further developing the financing and integration of renewable energies in the city of Butuan. Various urban stakeholders are working together in a Planning Group for Energy Development (PDP) with the aim of developing an inclusive, cost-effective and sustainable energy solution. A master plan for urban energy development ensures that domestic, renewable resources are used in line with the development goals, and to achieve this, the stakeholders complete a workshop series on various aspects relevant to planning in the energy sector. Armed with this newly-acquired knowledge, they can then technically and financially evaluate the proposals for energy development. The project also develops and disseminates a financing product that contributes to the implementation of the master plan.

Thai-German Climate Programme: TGCP

In its Nationally Determined Contribution (NDC), Thailand committed to reducing 20-25% of emissions from the energy, transport, waste and industry sectors by 2030 below business as usual

 

Main activities under TGCP-Energy are:

  • Conduct studies and develop policy recommendation papers on GHG mitigation-related topics (e.g. Renewable Energy Forecast, Electrification system for remote areas or islands in Thailand, MRV system for energy sector etc.), and provincial energy data management roadmap.
  • Design and develop innovative tools to assist the energy planning process, namely energy system modeling and the integrated energy planning platform.
  • Strengthen the capacity of the Ministry of Energy’s staff in renewable energy, emerging energy technologies, climate change and effective energy planning process.
  • Develop provincial energy scenarios for Thai pilot provinces to support their planning process.
  • Support the implementation of project / activities under the provincial energy action plan in the pilot provinces.
  • Transfer knowledge and build up capacity of Thai institutions in the development of provincial energy scenarios.
