The energy component of the project aims to enhance capacities of micro, small, and medium enterprises (MSMEs) in integrating energy management solutions for energy reduction as guided by the Climate Smart Industry Roadmap that will be developed with the Department of Trade and Industry. The project will also support key actors in the transport sector for emission reductions.

It will encourage a just transition in energy, environment and financial sectors towards a more sustainable economy in line with the goals of the Paris Agreement and the climate and environment objectives of ASEAN, as encapsulated by the ASEAN-UK Plan of Action and ASEAN 2025: Forging Ahead Together.
Supporting the Implementation of the Just Energy Transition Partnership (JETP) and Nationally Determined Contribution (NDC) in Viet Nam
Standards and labelling (S&L) frameworks play a key role in advancing energy efficiency of cooling appliances. Building on existing Minimum Energy Performance Standard (MEPS) guidance of ASEAN countries, the ACT MEPS project aims to institutionalize regional MEPS into national contexts to ensure regular updates, enhance coordination with the industry, as well as drive the uptake of energy efficient and low global warning potential air conditioners (AC). The scope includes ACs with a capacity up to 100.000 btu/h (single, split type, and multi-split units).
The project aims to accelerate progress on the SDGs and climate goals by fostering collaboration, scaling up public investment, and promoting high-impact initiatives. It supports joint UN efforts, enhances policy ambition, and addresses priorities like digital access, gender equality, carbon neutrality, and SDG financing—targeting a catalytic return on investment of 1:20.
The project will be implemented by a consortium formed by the GIZ. UNIDO is participating as a consortium partner, to lead the component on Low Carbon Economy, particularly the sub-topic on Climate Smart Industries and Services (Output 3). Output 3 will focus on the provision of direct support to the selected Micro, Small and Medium Enterprises (MSMEs) in small-scale manufacturing and food processing sectors, in building their capacity in the climate-smart, energy efficient operations, and developing specific supporting policies at national level.
C4 aims to further pursue the international control of F-gases and improves the framework conditions for the use of energy-efficient RAC equipment and environmentally-friendly natural refrigerants and blowing agents.

The Offshore Wind Centre of Excellence (OSW CoE) is a national initiative that aims to create economic opportunities for Viet Nam through lowering the cost of energy from offshore wind. The CoE will be output-focused driving collaboration amongst industry experts and existing platforms to strengthen local capabilities in offshore wind development thereby reducing the cost and risk of the technology in Viet Nam.
