The SHIFT project aims to accelerate Viet Nam’s green transformation by enhancing capacities in green finance and energy transition, particularly in the private sector. UNDP will focus on supporting women-led or gender-equitable enterprises to develop replicable investment projects and scale up renewable energy and energy efficiency technologies.
The program aims to integrate Eco-Industrial Parks (EIPs) into national policies and regulations, strengthening their role in environmental, industrial, and related policy frameworks. It also seeks to identify and implement EIP opportunities that deliver environmental, economic, and social benefits for enterprises. By supporting businesses through EIP service providers, the program will help reduce environmental footprints, lower operational and compliance costs, and enhance resource productivity.
Supporting the Implementation of the Just Energy Transition Partnership (JETP) and Nationally Determined Contribution (NDC) in Viet Nam
The project aims to accelerate progress on the SDGs and climate goals by fostering collaboration, scaling up public investment, and promoting high-impact initiatives. It supports joint UN efforts, enhances policy ambition, and addresses priorities like digital access, gender equality, carbon neutrality, and SDG financing—targeting a catalytic return on investment of 1:20.
The programme is a joint proposal of six organisations that aims to support the rapid and broad deployment of green and climate friendly technologies and practices in Viet Nam by enhancing know-how and capacities of relevant stakeholders, especially the private sector, favourable policy frameworks and the availability of financing.
As part of the Asia and the Pacific programme, the CFN will support Viet Nam to mobilise and effectively manage, utilise, track and report finance sources for climate change responses in Viet Nam. This will cover activities across all the six workstreams, with a focus on creating policy framework, building capacity and enhancing governance to mobilize and combine climate finance, including domestic finance, international finance and private sector’s investment. Strategic policy analysis and dialogues on climate change response measures as defined in Viet Nam’s Nationally Determined Contribution (NDC), including energy transition, circular economy, will be undertaken to inform enhanced actions and investments by the government, cities, businesses, private sectors and women and men, youth and all Vietnamese people.
In line with VNEEP 3 and the National Green Growth Strategy (VGGS), the project aims to improve energy efficiency of industry, transportation, and green building sectors in Vietnam.
The regional transaction technical assistance (TA) facility will support clean energy projects for (i) project feasibility and due diligence (ii) capacity development and implementation support (iii) cross-departmental green energy project pipeline development. For (i), the facility will conduct project preparation activities for the Grid Reinforcement Project with Additional Financing (Cambodia), Climate Change Policy Program (Philippines), and Power Grid Strengthening Project (Timor-Leste). For (ii), project implementation support will be provided for Sustainable and Reliable Energy Access Program (Indonesia) and Sustainable Energy TransitionDAMRI E-bus Project (Indonesia). For (iii), the TA facility will develop a pipeline of green energy projects for investment under the One-ADB framework, involving collaboration among the Energy Division (SEEN) and the Regional Cooperation and Operations Coordination Division of the Southeast Asia Department, Office of Public-Private Partnership (OPPP), and Private Sector Operations Department (PSOD)
Concrete green H2 projects will be identified and pre-developed in the partner countries. The local consumers and producers of grey H2 will be supported through project development activities, training events and partnership opportunities to switch to green H2 production.
The development objective of the project is to demonstrate the viability and benefits of Eco-Industrial Park approaches in scaling up resource productivity and improving economic, environmental and social performances of businesses and thereby contribute to inclusive and sustainable industrial development.
