ESMAP is a partnership between the World Bank and 22 partners to help low- and middle-income countries reduce poverty and boost growth through sustainable energy solutions. ESMAP’s analytical and advisory services are fully integrated within the World Bank’s country financing and policy dialogue in the energy sector. Through the World Bank Group (WBG), ESMAP works to accelerate the energy transition required to achieve Sustainable Development Goal 7 (SDG7) to ensure access to affordable, reliable, sustainable, and modern energy for all.
The SHIFT project aims to accelerate Viet Nam’s green transformation by enhancing capacities in green finance and energy transition, particularly in the private sector. UNDP will focus on supporting women-led or gender-equitable enterprises to develop replicable investment projects and scale up renewable energy and energy efficiency technologies.
Supporting the Implementation of the Just Energy Transition Partnership (JETP) and Nationally Determined Contribution (NDC) in Viet Nam
Building on existing minimum energy performance standard (MEPS) guidance of ASEAN countries, the ACT MEPS project aims to institutionalize regional MEPS into national contexts to ensure regular updates, enhance coordination with the industry, as well as drive the uptake of energy efficient and low global warning potential air conditions (AC). The scope includes ACs with a capacity up to 100.000 btu/h (single, split type, and multi-split units).
The main objective of the study is to provide the Department of Oil, Gas and Coal of the Ministry of Industry and Trade (MOIT) references and recommendations for energy master plan implementation.
The project aims to accelerate progress on the SDGs and climate goals by fostering collaboration, scaling up public investment, and promoting high-impact initiatives. It supports joint UN efforts, enhances policy ambition, and addresses priorities like digital access, gender equality, carbon neutrality, and SDG financing—targeting a catalytic return on investment of 1:20.
This project will identify the technical, social, financial, and policy challenges of phasing down coal and produce clear, practical roadmaps to address them. The project will develop strategies to repurpose coal assets to effectively facilitate the transition as well as develop recommendations and design comprehensive social protection packages that can support affected workers, their families, and communities, thus ensuring social stability in Vietnam. The project will contribute to the implementation of the National Energy Master Plan and align with Vietnam's climate commitments.
The outcome of this initiative will be actionable pathways and recommended policies for the oil and gas industry’s transition. The proposed plans will emphasise the redirection of technological advancements towards a sustainable and efficient supply chain, regulatory frameworks and policies to facilitate the investment in renewable energy, as well as provide guidance on social measures that safeguard vulnerable groups from negative repercussions.
Norway supported a study of the Vietnamese offshore wind supply chain in 2021, which provided valuable recommendations to promote the Vietnamese supply chain. In 2023, there was another study on the offshore wind supply chains in Vietnam.
The programme is a joint proposal of six organisations that aims to support the rapid and broad deployment of green and climate friendly technologies and practices in Viet Nam by enhancing know-how and capacities of relevant stakeholders, especially the private sector, favourable policy frameworks and the availability of financing.
