Philippines First Energy Transition and Climate Resilience DPL

The Program Development Objective is to support Government of the Philippines reforms to (1) scale up adoption of clean energy technologies; (2) increase the security, flexibility and competition of electricity markets; and (3) improve water management across water uses.

Energy Sector Management Assistance Programme

ESMAP is a partnership between the World Bank and 22 partners to help low- and middle-income countries reduce poverty and boost growth through sustainable energy solutions. ESMAP’s analytical and advisory services are fully integrated within the World Bank’s country financing and policy dialogue in the energy sector. Through the World Bank Group (WBG), ESMAP works to accelerate the energy transition required to achieve Sustainable Development Goal 7 (SDG7) to ensure access to affordable, reliable, sustainable, and modern energy for all.

Climate Change Action Program, Subprogram 2

The program supports the Philippines’ climate commitments, including its NDC goal to cut GHG emissions by 75% by 2030 and enhance climate adaptation. It promotes sector-wide actions to build a climate-resilient, low-carbon economy through coordinated policies and cross-sector collaboration.

Affordable and Sustainable Energy Transition Program, Subprogram 1

The Affordable and Sustainable Energy Transition Program supports Indonesia’s energy transition by helping achieve its NDC 2022 and net-zero emissions in the power sector by 2050 through policy reforms. It aligns with ADB’s energy policy and Strategy 2030 priorities, including climate action, gender equality, and governance strengthening. The program follows a staggered policy-based lending approach with multiple subprograms to ensure a phased and effective transition.

The DPL series aims to support the Government of the Philippines' reforms to: 1) accelerate the economic recovery and boost medium-term growth; and 2) protect the environment and improve climate resilience.

Energy Transition Master Plan Development Support Project
The project aims to enhance Indonesia's energy transition planning by supporting carbon neutrality by 2060 through roadmap review, thermal power decarbonization planning, and action plan development. It also seeks to strengthen PLN’s capabilities in applying decarbonization technologies to ensure stable, affordable, and sustainable electricity supply.

Asia Low Carbon Buildings Transition Project (ALCBT)
The ALCBT aims to significantly reduce GHG emissions by catalyzing nationwide transitions towards LCB in the project countries. The project focuses on ensuring that technical, planning and institutional tools for LCB are successfully implemented and streamlined by key public and private stakeholders, resulting in direct emission reductions by 2028. – Standardized tools and systems for managing building carbon emissions – Enhanced capacity of key stakeholders to deliver low carbon buildings – Financial pathways established for low carbon buildings transition – Knowledge products produced to facilitate replication and scaling up
