PH A Fresh Look at Ancillary Services

Guidebook for Local Government Units on the Formulation of the Local Energy Efficiency and Conservation Plangoog

The LEECP Guidebook is designed to assist LGUs in developing their LEECP as mandated by the Energy Efficiency and Conservation Act of the Philippines. The guidebook will institutionalize energy efficiency and integrate it into the sustainable local development agenda of each LGU in the country.

Philippines Offshore Wind Joint Industry Program

This project provides strategic analysis of the offshore wind development potential in the Philippines, considering the opportunities and challenges under different, hypothetical growth scenarios. The goal is to provide evidence to support the Government of the Philippines in establishing policy, regulations, processes, and infrastructure to enable successful growth of this new industry.

The project roadmap was initiated by the World Bank country team in the Philippines under the umbrella of the World Bank Group’s (WBG’s) Offshore Wind Development Program—which aims to accelerate offshore wind development in emerging markets—and was funded by the Energy Sector Management Assistance Program (ESMAP) in partnership with the International Finance Corporation (IFC).

Sustainable Energy Finance program

IFC Philippines’ Sustainable Energy Finance program has helped client banks identify and develop nearly 300 energy projects in their pipeline, 87 of which were financed by the banks. These loans saved nearly 100,000 megawatt hours of electricity per year and generated renewable energy of 843,613 megawatt hours per year. The program, supported by the Global Environment Facility and the Clean Technology Fund, is implemented in partnership with Bank of the Philippine Islands, BDO Unibank Inc., China Banking Corp., and BPI Globe BanKO Inc.

Energy Virtual One-Stop Shop (EVOSS) Act

The Energy Virtual One-Stop Shop (EVOSS) system is a web-based filing and monitoring system for energy related applications and a repository of information and permits issued for energy projects, which is shared by all agencies and entities involved in the approval process. Further, the system promotes transparency and accountability among the agencies. Through the system, regulators and stakeholders can work together by providing assistance to promote ease of doing business in the energy sector.

Advancing Philippine Competitiveness (COMPETE) Project

USAID's COMPETE project aimed to improve the competitiveness of key industries in the Philippines, including the energy sector. It supported the implementation of smart grid technologies, such as advanced metering infrastructure (AMI) and distribution automation systems, to enhance the efficiency and reliability of the country's power grid.

For power, the project facilitated aggregate power supply agreements for electric cooperatives in Central Luzon, Ilocos and the Cordilleras. The $3.3 B worth of investments will provide an additional 1,650 MW capacity and yield 30% cost reductions.

E-Power Mo Program Towards an Energy Resilient Philippines

USAID, in collaboration with the Philippine Department of Energy, implemented the E-Power Mo Program. This initiative focused on promoting energy efficiency and conservation measures, including the use of smart grid technologies. It aimed to raise awareness among consumers about energy management practices and encouraged the adoption of smart grid solutions.

Energy Smart Philippines Program

The Energy Smart Philippines Program is a project funded by AFD and the European Union (EU). It aims to promote the development of smart grids and renewable energy integration in the Philippines. The program focuses on improving the reliability and efficiency of the electricity grid and promoting the use of renewable energy sources.

Philippine Smart Grid Pilot Project

The Philippine Smart Grid Pilot Project, supported by AFD, is an initiative implemented by the Manila Electric Company (Meralco), the largest electricity distribution utility in the Philippines. The project aims to develop and deploy smart grid technologies and solutions in selected areas to enhance energy efficiency, enable demand response, and improve overall grid management.
