To support the Government of the Philippines in implementing the Government Energy Management Programme (GEMP) in reducing annual energy consumption of public buildings by at least 10% compared to baseline by 2030 (DLI 1)
To achieve 24 hours and 7 days electricity access to all in the missionary and off-grid areas.
The Program Development Objective is to support Government of the Philippines reforms to (1) scale up adoption of clean energy technologies; (2) increase the security, flexibility and competition of electricity markets; and (3) improve water management across water uses.
To adopt solutions with cross-sectoral integrated clean energy components
Geothermal Resource De-Risking Facility (GRDF) aims to reactivate greenfield investment in geothermal, which has been stranded since 2001, by mitigating investment risk at pre-development stage through sharing resource exploration cost and risk with the private developers. ADB extended technical assistance (TA) to assess investment constraints in entire geothermal development chain, and to prepare GRDF concept design in consultation with DOE and the National Geothermal Association of the Philippines (NGAP).
Improve the capacity of the Philippine government to meet Enhanced Transparency Framework (ETF) for UNFCCC and domestic climate policy and programmatic decision-making.
Significant improvement in the integrated climate-resilient, low-carbon, and nature-positive urban development of cities.
The project aims to create a national inventory of potential large-scale hydropower projects using pumped storage and impounding hydropower technologies. It will also develop pre-feasibility studies for selected sites to support future bidding to private investors through the Open and Competitive Selection Process (OCSP).
The facility aims to address key barriers in geothermal energy development by reducing exploration risks. It uses a cost-sharing arrangement for exploration drilling to encourage investment and support the Philippines’ renewable energy objectives.
This project aims to support 10 developing member countries (DMCs) of ADB in addressing challenges to their climate-related energy transition goals by demonstrating scalable models for a just energy transition (JET) in infrastructure sectors.
