The regional technical assistance (TA) cluster aims to support the transformation of energy systems in selected developing member countries (DMCs) of the Asian Development Bank (ADB). The TA will advance reliable, affordable, and low-carbon energy by identifying, preparing, and implementing cross-sectoral, integrated, and smart energy solutions.
The technical assistance aims to support the identification, preparation, and processing of private sector renewable energy projects in Southeast Asia, focusing on countries such as Cambodia, Lao PDR, Thailand, Viet Nam, Indonesia, and the Philippines. It targets next-generation technologies including offshore wind, green hydrogen, tidal and wave energy, floating solar, energy storage, and smart grids. Activities include market analysis, client outreach, project screening, and funding preparation. The TA also aims to build ADB’s internal capacity, particularly within the Private Sector Operations Department, and promote collaboration through a One ADB approach across relevant departments and initiatives.

Sustainable Energy for Remote Indonesian Grids (SERIG) is a U.S. Department of Energy (DOE) funded initiative to support Indonesia’s efforts to develop clean energy and increase access to electricity in remote locations throughout the country.
The Sustainable and Reliable Energy Access Program will rehabilitate, strengthen, and expand PLN's power grid and promote clean energy use. It will improve PLN's waste and asset management, procurement, and community education. The program will benefit five provinces: Banten, Central Java, Jakarta Special Capital Region, West Java, and Yogyakarta Special Region.

The RBL program will enhance sustainable, equitable, and reliable access to electricity for the population in nine provinces. It is in the ADB’s Country Operations Business Plan 2019–2021 and aligns with the Country Partnership Strategy 2016−2019. The RBL will finance a slice of the broader program in the Electric Power Supply Business Plan (RUPTL) 2018–2027 of the State Electricity Corporation (Perusahaan Listrik Negara or PLN). PLN has a financing gap for power delivery, including community-level renewable energy development, for which it is seeking ADB support.

The primary objective of the AIMS project is to establish a robust and interconnected power grid among ASEAN member countries. The project aims to facilitate the exchange of electricity across borders, promote power trade, optimize energy resources, and enhance the overall reliability and resilience of the ASEAN power systems.
