Market Design Training

Agora Think Tanks will host a three-day market design training programme to empower participants to better engage in policy debates around electricity market reforms in Asia. We will explore how well-crafted market designs and regulations are essential for achieving tangible transition goals, such as accelerating the adoption of renewables, ensuring flexible power systems, and maintaining affordable energy for consumers. With this programme, we will provide you with the practical tools to assess when, what and how to implement reforms that facilitate a transition to a renewables-based energy system. The programme is designed for mid-career staff working on energy transition issues and who have a particular interest in the conditions for cost-effective renewable phase-ins and fossil fuel phaseouts.

Coal and gas power plants continue to dominate electricity generation in power systems across Asia but a shift is underway. System planners and policymakers are ratcheting up the speed at which renewables are deployed, altering the electricity supply mix in pursuit of their governments’ climate and energy security targets. With renewables starting to overtake fossil fuel in capacity additions, the market structures, regulations and policies that have guided power system expansion over the past decades will need to be revisited.

Across Asia, single-buyer systems have long served as the foundation of electricity markets, originally designed for fossil fuel powered systems to efficiently channel private investment and ease government spending. As the energy transition progresses, it is essential to understand the various market designs available and how these operate to support increased renewable energy deployment, maintain grid flexibility, attract investments in new infrastructure, and ensure affordable electricity for electricity consumers.

In this three-day training programme, you will get familiar with the role of electricity market designs in achieving desirable outcomes and discuss the market and policy solutions for cost-efficient, decarbonised power systems.

Our upcoming trainings

The 3-day training programme will take place in Bangkok, Thailand. The venue will be announced later.

The training programme will be held on two occasions in October each with 20 participants: 14-16 October 2025 and 21-23 October 2025Applicants can only participate during one of the two time frames listed above.

Rethinking grid stability in Southeast Asia learning from the Iberian blackout

As Southeast Asia accelerates its clean energy transition, building a resilient and reliable power system is more important than ever. The recent blackout on the Iberian Peninsula put a spotlight on a key aspect of power system operations, namely stability, and how approaches to maintaining stability need to evolve as the share of inverter-based resources in the power system grows.

This webinar offers a constructive look at how Southeast Asia can strengthen power system stability while scaling up wind, solar and battery storage. Using insights from a recent Agora Energiewende analysis, we will revisit the Iberian blackout and examine its relevance for the Southeast Asian region. The session will highlight key technical lessons, strategies for enhancing grid resilience with inverter-based technologies and practical policy recommendations to support a secure, renewables-based power system.

Agora Energiewende, Energy Research Institute of Chulalongkorn University (Thailand), Institute for Essential Services Reform (IESR) and the Institute for Climate and Sustainable Cities (ICSC) are organising this webinar under the CASE project, in collaboration with GIZ, which leads the consortium.

This session is designed to spark regional dialogue and support forward-looking planning for secure, clean power systems across Southeast Asia. We invite policymakers, regulators, utilities and system planners to join us in this timely conversation.

From furnace to future enabling low-carbon steel manufacturing in Southeast Asia

Southeast Asia’s steel-intensive economies – Indonesia, Thailand, Viet Nam, Malaysia, and the Philippines – are emerging as key players in the global steel sector. Rapid industrialisation and infrastructure growth have pushed the region’s steel demand to around 4 per cent of the global total. However, with most production still reliant on high-emission technologies, the sector faces growing pressure to adapt.

To meet climate goals and stay globally competitive, the region must act now. Over 90 per cent of existing blast furnaces will require reinvestment between 2030 and 2040, offering a crucial window to shift to low-carbon technologies. A clear and coordinated strategy can help Southeast Asia leapfrog to cleaner production while avoiding long-term carbon lock-in.

In response, Agora Industry and Agora Energiewende have developed a new report, laying out a roadmap for steel decarbonisation in Southeast Asia. The study highlights how the region can align industrial growth with climate targets while building economic resilience and future-ready industries.

This webinar will present the key findings of our new report “Steel decarbonisation in Southeast Asia: Tapping into opportunities and enabling conditions”. It will bring together policymakers, industry leaders, financiers, and researchers to discuss actionable strategies for transforming steel production and supporting a just low-carbon transition.

Training on Grids and System Integration of Renewables

Agora Energiewende hosts a three-day training workshop, “Breaking the gridlock: grid development, power system operations, and integrated planning for the energy transition,” focused on sharing Agora’s expertise on grids and renewable integration for Asia’s energy transitions.

The introductory training programme is designed to grow participants’ ability to shift narratives in public discourse around power system reliability and the role of power grids (transmission and distribution) and grid-supporting technologies, such as storage, in transforming energy systems. The training will lay out what is needed for grids and power systems to drive the energy transition forward more affordably and reliably and empower participants to actively shape policy debates.

The training will take place in Bangkok, Thailand. The precise venue will be announced later. The training will be held on two occasions in June, limited to 20 participants per cohort:

17-19 June 2025

24-26 June 2025

*Applicants can only participate during one of the two-time frames listed above.*

The training programme is designed to be a mixture between theoretical lectures, hands-on exercises, group work and inclusive discussions. We strive to create a healthy, safe and informal learning environment, where collaboration is encouraged and where mistakes are celebrated as part of the learning process. Best practices indicate that people learn a lot with and from each other too!
