ASEAN Standardization Harmonization Initiative for Efficiency (SHINE)

ASEAN SHINE, the Best and Effective Platform for EE Initiative in ASEAN, is a public-private partnership between the United Nations Environment Programme (UN Environment) and the International Copper Association (ICA). It is in direct support of the United for Efficiency (U4E) Initiative which is a global effort supporting developing countries and emerging economies to move their markets to energy efficient appliances and equipment under the Sustainable Energy for All (SE4ALL) energy efficiency goal.

ASEAN Power Grid Transmission System Operator (ATSO)

This project studies the formation of the ASEAN Power Grid Transmission System Operator Institution (ATSO). It provides an overview of the international case examples that have been used as a basis in creating the ATSO project deliverables. The project is aligned and coordinated with the deliverables from the Study on the Formation of the ASEAN Power Grid Generation and Transmission System Planning Institution (AGTP).

Feasibility Study in ASEAN Multilateral Power Trade part of the ASEAN-Australia DEVELOPMENT COOPERATION PHASE II

This project produces a report that identifies a set of minimum political, technical and institutional requirements that the ASEAN member states will need to meet in order to establish multilateral power trading in the region. Some of these minimum requirements can be met by building upon existing efforts in the region.

Sustainable Energy Finance program

IFC Philippines’ Sustainable Energy Finance program has helped client banks identify and develop nearly 300 energy projects in their pipeline, 87 of which were financed by the banks. These loans saved nearly 100,000 megawatt hours of electricity per year and generated renewable energy of 843,613 megawatt hours per year. The program, supported by the Global Environment Facility and the Clean Technology Fund, is implemented in partnership with Bank of the Philippine Islands, BDO Unibank Inc., China Banking Corp., and BPI Globe BanKO Inc.

Permitting and Consenting to Offshore Wind Energy OSW, Part of the Acceleraing Ofshore Wind Development in the Phillippines Project

The Philippines is accelerating development of offshore (OSW) wind, starting with 42 projects awarded with service
contracts, with a cumulative capacity of 31.5 GW. However, the absence of marine spatial planning (MSP) and a clear
permitting process for OSW projects pose barriers. ETP will address these barriers through two projects, critical steps in
jumpstarting offshore wind by reducing uncertainties in project development, and thereby de-risking offshore wind power
investments. The first will develop the country’s MSP planning framework for the identification of viable sites. The second
project will define the permitting and consenting process for OSW projects. Both projects will facilitate the diversification
of the country’s power generation mix and contribute to the completion of up to 31.5 GW of the first set of offshore wind
projects and in attaining 50% renewables’ share by 2040

Vietnam Solar Transition Accelerator (VISTA) (Procurement Regulation)

The objective of the Project is to support the Recipient in piloting the implementation of a sustainable solar competitive bidding program to mobilize private investments.The Project consists of the following parts:

Part 1: Transaction Support for IPP Selection under Substation-Based Competitive Bidding : Provision of transaction advisory services for preparing and implementing a pilot substation-based competitive bidding process for the selection of IPP(s) for approximately 500 MW.

Part 2: Transaction Support for IPP Selection under Solar Park Competitive Bidding : Provision of transaction advisory services for preparing and implementing a pilot solar park competitive bidding process for the selection of IPP(s) for approximately 500 MW.

Part 3: Capacity Building : Provision of support to strengthen the capacity of MoIT, local authorities, EVN and other relevant agencies for Project implementation and management, and capacity building for conducting competitive selection processes.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised November 2017 and August 2018) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations.

Climate Protection through Sustainable Bioenergy Markets in Vietnam (BEM)

The Climate Protection through Sustainable Bioenergy Markets in Vietnam project aims to improve the preconditions for sustainable use of biomass for electricity and heat generation in the country.The project will focus more on the improvement of planning, technical and financial capacities of respective actors in the biomass energy sector in order to realize bankable investment projects.
