Offshore Wind Technical Assistance

ENR is proposing technical cooperation with the DOE to support offshore wind development in potential areas of: market and resource analysis, policy, legal, and regulatory frameworks; health, safety, and environmental management; and project development and communications

Philippines Offshore Wind Joint Industry Program

This project provides strategic analysis of the offshore wind development potential in the Philippines, considering the opportunities and challenges under different, hypothetical growth scenarios. The goal is to provide evidence to support the Government of the Philippines in establishing policy, regulations, processes, and infrastructure to enable successful growth of this new industry.

The project roadmap was initiated by the World Bank country team in the Philippines under the umbrella of the World Bank Group’s (WBG’s) Offshore Wind Development Program—which aims to accelerate offshore wind development in emerging markets—and was funded by the Energy Sector Management Assistance Program (ESMAP) in partnership with the International Finance Corporation (IFC).

Energy Virtual One-Stop Shop (EVOSS) Act

The Energy Virtual One-Stop Shop (EVOSS) system is a web-based filing and monitoring system for energy related applications and a repository of information and permits issued for energy projects, which is shared by all agencies and entities involved in the approval process. Further, the system promotes transparency and accountability among the agencies. Through the system, regulators and stakeholders can work together by providing assistance to promote ease of doing business in the energy sector.

Advancing Philippine Competitiveness (COMPETE) Project

USAID's COMPETE project aimed to improve the competitiveness of key industries in the Philippines, including the energy sector. It supported the implementation of smart grid technologies, such as advanced metering infrastructure (AMI) and distribution automation systems, to enhance the efficiency and reliability of the country's power grid.

For power, the project facilitated aggregate power supply agreements for electric cooperatives in Central Luzon, Ilocos and the Cordilleras. The $3.3 B worth of investments will provide an additional 1,650 MW capacity and yield 30% cost reductions.

E-Power Mo Program Towards an Energy Resilient Philippines

USAID, in collaboration with the Philippine Department of Energy, implemented the E-Power Mo Program. This initiative focused on promoting energy efficiency and conservation measures, including the use of smart grid technologies. It aimed to raise awareness among consumers about energy management practices and encouraged the adoption of smart grid solutions.

Philippine Electricity Market and Transmission Development Project

The World Bank has provided support to enhance the country's power transmission infrastructure and promote the development of a competitive electricity market. This project may include elements related to the modernization and improvement of the power grid, potentially incorporating smart grid technologies.

Philippine Distribution Code Review and Grid Integration Support Project

The Philippines Distribution Code establishes the basic rules, procedures, requirements, and standards that govern the operation, maintenance, and development of the electric Distribution Systems in the Philippines.
The Distribution Code will be used with the Philippine Grid Code and the Market Rules of the Wholesale Electricity Spot market to ensure the safe, reliable, and efficient operation of the total electric energy supply system in the Philippines.

The Government of the Philippines is working on the following energy objectives: 
1) meeting its rural electrification targets by means of renewable energy. 
2) promoting energy efficiency. 
3) expanding its sustainable energy generation to meet the growing needs of its economy; and 
4) providing energy access for the poor through affordable, disaster-resilient energy systems.

Off-grid Solar Home Systems Deployment in Disaster Vulnerable Low-income Communities in Surigao Islands

This project was developed by GGGI and Light of Hope Philippines and funded by the BIMP-EAGA RoK Cooperation Fund (BKCF). The project aims to provide reliable, clean energy sources to the less privileged off-the-grid communities while reducing carbon emissions through the deployment of innovative renewable energy technologies such as the Cloudgrid solar kit.
