Energy Sector Policy Support Programme to enhance Access to Sustainable Energy in Rural Areas of Vietnam (ESPSP) EU Vietnam Energy Facility

The Specific Objective of the Facility is to help the Government of Viet Nam and key stakeholders improve pre-conditions for universal energy access, utilize renewable energy and increase energy efficiency.
In particular, the Facility will contribute to:
- Enhancing governance of the energy sector to facilitate a shift to a more
sustainable energy development in Viet Nam
- Strengthening the regulatory framework to implement Vietnam’s commitment to reducing the energy-related greenhouse gas emissions, which is part of Vietnam’s Nationally Determined Contributions (NDCs).

January 2018 - December 2021
Energy Sector Policy Support Programme to enhance Access to Sustainable Energy in Rural Areas of Vietnam - Sector Reform Contract (Budget Support)

The programme aims at supporting the Government of Vietnam (GoV) to implement its targeted programme on electricity supply to rural, mountainous and island areas over the 2013 – 2020 period.

Energy Efficiency Lighting NAMA Pilot in Hue City

In March 2016, the Luxembourg Development Cooperation Agency (LuxDev) was mandated by the Ministry of Foreign and European Affairs (MFEA), on behalf of the Luxembourg Climate and Energy Fund (CEF) led by the Ministry of Sustainable Development and Infrastructure (MSDI), to formulate a mitigation intervention through piloting of an EE lighting NAMA in Hue City. VIE/401 will contribute to national and local Green Growth, Climate Change and Energy Efficiency Target Programmes.

Climate, Environment, Energy and Disaster Risk Reduction (CEED) for Children I Indonesia 2022-2025

Our new Strategic Plan recognizes that climate change and environmental degradation are existential threats to a child’s ability to survive, grow, and thrive and that all levers of the organization need to
work together in a coordinated fashion. The new SP draws stronger links between responses to climate change with disaster risk reduction as children increasingly need holistic solutions that address both sudden-onset impacts of disasters, including those that are exacerbated by climate change — such as hurricanes and floods — and resilient solutions that promote climate-smart development for the long-term. The new SP activates all of UNICEF’s levers of impact on these
issues - our global programmes, our advocacy and communications infrastructure and our own operations and supply chain.

January 2022 - December 2025
Indonesia: MRT Jakarta Renewable Energy Initiative

The U.S. Trade and Development Agency is funding a feasibility study to support MRT Jakarta in examining the technical and economic viability of installing solar panels on rooftops across MRT Jakarta’s rail system, accessing power from renewable energy power plants in Indonesia, and implementing energy efficiency and storage projects that would reduce MRT Jakarta’s overall electricity demand

Just Coal Transition Forum

Capitalizing on global experience with coal phase-out programs,
establishment of the Just Coal Transition Forum (the Forum) will support
energy transition in the coal regions in Southeast Asia.
6 Ensuring adherence
to the global guidelines and principles on Just Transition,
7
the Forum will deliver
coordination services, facilitate strategies and transition projects, and coordinate
technical assistance to design bespoke policies and build institutional governance
and implementation capacities in Southeast Asia. It will:
a. create and coordinate knowledge, generate, collate, and disseminate
good practices and facilitate learning to strengthen understanding and
ability to respond to core transition issues among the stakeholders and
between the stakeholder communities and the development agencies and
regional partnerships, offering support and investment financing,
b. support policy analysis and market intelligence to underpin transition
strategies and projects,
c. build institutional implementation capacity and governance for
strategies and projects, facilitate dialogue among workers, employers and
governments and other stakeholders,
d. facilitate access to finance for investors into the energy transition and
green growth,
e. create a line-of-sight between development agencies, financiers, and
regional partnerships – and coal regions, facilitating the flow of
investments and financial solutions and facilitate support to the coal
regions, through project preparation and/or implementation; and
f. provide a forum for the many economic, social, and environmental support
programs and projects required to be implemented locally across a

Streamlining Government of Indonesia Plan as a Pathway to Achieve Net Zero Emisssions Target

This project will assess the existing government plans guiding the energy transition, its
challenges and opportunity, establish the streamlined approach to align the plans with
climate commitment, providing related background studies on priority program, develop the
communications strategy to build trust and consensus from the government and
stakeholders, and prepare the mitigation measures to address the potential impediments of
its implementation activities. The project will provide a comprehensive methodology to reviewing the current government
plans (related to energy transition) and propose a streamlined approach. The work will be
complemented by priority background studies and result in deliverables that can be applied
by the GOI, as well as providing capacity building to ensure the sustainability of the outputs
into the future.

Wind Energy Development in Indonesia: Investment Plan

The objectives of this study include to:
a. gather, stocktake and compile previous studies and work with regards to the wind sector in
Indonesia.
b. determine a stepwise roadmap for the development of the wind sector in Indonesia.
c. consolidate a selection of suitable sites with the highest potential for wind energy
development (referring to the potential sites stated on PLN Electricity Business Plan/RUPTL
and from the reference studies available, e.g. from MEMR, and other agencies).
d. analyse the suitability and quality of selected sites for installation and long-term operation
of a commercially viable wind power project

Permitting and Consenting to Offshore Wind Energy OSW, Part of the Acceleraing Ofshore Wind Development in the Phillippines Project

The Philippines is accelerating development of offshore (OSW) wind, starting with 42 projects awarded with service
contracts, with a cumulative capacity of 31.5 GW. However, the absence of marine spatial planning (MSP) and a clear
permitting process for OSW projects pose barriers. ETP will address these barriers through two projects, critical steps in
jumpstarting offshore wind by reducing uncertainties in project development, and thereby de-risking offshore wind power
investments. The first will develop the country’s MSP planning framework for the identification of viable sites. The second
project will define the permitting and consenting process for OSW projects. Both projects will facilitate the diversification
of the country’s power generation mix and contribute to the completion of up to 31.5 GW of the first set of offshore wind
projects and in attaining 50% renewables’ share by 2040
