Decarbonising steel in Southeast Asia: Pathways, opportunities and enablers

Over the past three decades, the five most steel-intensive Southeast Asian countries, Indonesia, Thailand, Viet Nam, Malaysia and the Philippines, have emerged as important players in the global steel sector, contributing three percent of global steel production. Rapid industrialisation and infrastructure development have significantly increased regional steel demand, while production in Southeast Asian countries has quadrupled over this period. 

However, the region has seen a surge in emission-intensive steel manufacturing investments, with steel sector emissions having almost doubled within the last five years. This highlights the urgent need to curb emissions, especially in the carbon-intensive steel sector.

As global trade dynamics evolve and low-cost steel imports grow, the Southeast Asian steel sector finds itself at a crossroads, either it continues to rely on fossil fuels, or it seizes the chance to lead with green technologies of the future. Policymakers now have a unique window of opportunity to shape this transition by aligning industrial growth with climate goals.

This paper provides a comprehensive analysis of the steel sector and sets out a clear roadmap for how Southeast Asia’s steel industry can achieve technically and economically viable net-zero emissions by the 2050s, supporting both regional and global decarbonisation goals while sustaining economic growth.

Indonesia Energy Transition Outlook (IETO) 2025

Indonesia stands at a critical juncture in its energy transition journey. The IETO 2025 report provides a comprehensive analysis of the country’s progress, challenges, and opportunities in the face of a rapidly changing global energy landscape.

Despite government commitments, Indonesia has made limited progress in renewable energy adoption and decarbonization. The continued reliance on coal hinders the transition to a low-carbon future. However, global trends in renewable energy and declining costs present a window of opportunity for Indonesia to leverage its abundant solar, geothermal, and bioenergy resources.

To accelerate the transition, several key challenges must be addressed. These include strengthening policy and regulatory frameworks, mobilizing financing, fostering innovation and technology transfer, ensuring a just transition, and strengthening international cooperation.

By addressing these challenges and seizing the opportunities, Indonesia can pave the way for a sustainable and prosperous future. The IETO 2025 report serves as a crucial tool for policymakers, businesses, and civil society to understand the complexities of the energy transition and to make informed decisions.

Climate and Energy Terminology Handbook for Media and Journalists

Climate change has become a major talking point among the media in the past decade. This was also triggered by The Paris Agreement, signed in 2016. Signed by 177 countries, it was a huge climate commitment. Since then, policies have started to change, various countries have started setting their nationally determined targets (NDCs) to achieve the Paris Agreement’s net zero emission target by 2050.

As one of the leading sources of information for people, the media needs to keep up with the latest trends in climate change, including the development of terminologies. To help with that, the project Clean, Affordable and Secure Energy (CASE) for Southeast Asia has created this climate and energy terminology handbook for media and journalists with relevant definitions and illustration to assist the production of news and literature related to the subject.
